After one defendant requested sanctions, the case was dismissed in September, and Mr. Trump was later fined. The most recent ruling was made in response to a new request for sanctions by several defendants, including Mrs. Clinton.

As a result of the lawsuit’s “inadequacy as a legal claim” and “political intent,” Judge Middlebrooks labeled Mr. Trump a “mastermind of strategic misuse of the judicial process” in her decision. He said that “no rational attorney” would have filed it. “This case ought never to have been filed.”
